Saudi Arabia’s advertising landscape is changing alongside the Kingdom’s rapid economic and urban development.

In an April 2024 article published by Campaign Middle East, Hasan Zaini, Deputy CEO of Saudi Signs Media, said the Kingdom’s out-of-home advertising market was set to exceed SAR 3 billion in value. The growth was linked to changes taking place under Vision 2030, including urban expansion, population growth and changing patterns of mobility.

The sector has continued to evolve since then. Newer market research published in February 2026 estimated Saudi Arabia’s wider OOH and digital OOH market at USD 1.06 billion for 2026, with further growth forecast through 2031.

For brands looking at Saudi Arabia, the direction is clear. Outdoor media is becoming increasingly digital, varied and data-led.

Vision 2030 Is Changing Saudi Cities

Vision 2030 has supported major development across tourism, entertainment, infrastructure, business and urban environments.

These changes have created new places for people to live, work and spend their free time. They have also increased movement through cities such as Riyadh, Jeddah, Dammam and Khobar.

This matters to advertisers.

As cities expand, brands gain more opportunities to reach people during everyday journeys. Major roads, busy intersections, commercial districts and new developments can all become valuable media environments.

Digital Screens Are Reshaping the Market

One of the clearest changes has been the expansion of digital formats.

Digital screens give advertisers greater control over when and how their creative appears.

Campaigns Can Change Throughout the Day

Brands can schedule different messages for different periods.

A restaurant could promote lunch during the afternoon and an evening offer later in the day. A retailer could change its message around a seasonal event or product launch.

Creative can also be rotated across the same screen.

According to Saudi Signs Media, advertisers have increasingly used approaches including dayparting, multiple creative rotations and proximity-based placements to make messages more relevant to audiences.

This flexibility makes digital inventory particularly useful for brands that need to respond quickly to changing campaigns.

Large Digital Formats Have Become More Visible

Saudi Arabia has invested in several distinctive large-format advertising sites.

Saudi Signs Media highlighted Digital Bridges in Riyadh and Digital Steel Bridges in Jeddah as formats that had changed the way brands could communicate with motorists.

Their large LED surfaces and positions along congested roads gave advertisers substantial space for creative campaigns.

The market has expanded beyond those established formats.

Dammam and Khobar Gain More Digital Inventory

The 2024 report also outlined plans for 8*8m digital screens in Dammam and Khobar, primarily positioned around busy intersections.

Investment in the Eastern Province helps create a wider national media network.

Advertisers planning campaigns across Saudi Arabia can therefore consider opportunities beyond Riyadh and Jeddah.

New Developments Create New Advertising Locations

The transformation of Saudi cities is creating new environments where brands can communicate with audiences.

New commercial areas, entertainment destinations and mixed-use developments can introduce media locations that previously did not exist.

Saudi Signs Media said in 2024 that new indoor and outdoor formats were being developed in a premium area of Riyadh. The intention was to give advertisers access to audiences that had previously been difficult to reach through existing inventory.

For advertisers, this makes location planning increasingly important.

The busiest site is not automatically the most relevant one. A campaign should consider who travels through an area and whether those people match the intended audience.

Digital Tower Facades Add Another Format

Large building surfaces are also becoming part of Saudi Arabia’s evolving media landscape.

In 2023, Saudi Signs Media and Rotana Media Services formed Rotana Signs. The new company was created to operate and manage Digital Tower Facades across Riyadh and Dammam.

The original announcement covered 24 facades, introducing another premium format for advertisers seeking large-scale visibility.

By March 2026, Rotana Signs was describing Saudi OOH as an increasingly connected mix of environments, formats and technologies.

Data and AI Could Improve Campaign Planning

Technology is changing more than the screens themselves.

Data is becoming increasingly useful for understanding traffic patterns and planning when advertising should appear.

AI could further support this process.

The 2024 Campaign Middle East article identified AI as an area expected to contribute to message flexibility, traffic analysis and campaign measurement.

Better information can help advertisers answer practical questions.

  • Which locations suit the target audience?
  • When are relevant roads busiest?
  • Which creative should appear at a particular time?
  • How should a campaign be distributed across different areas?

These insights can help businesses make more informed media decisions.

What the Growth Means for Advertisers

Saudi Arabia is becoming an increasingly diverse media market.

Brands now have access to traditional roadside formats, large digital screens, bridge displays, tower facades and advertising opportunities within emerging developments.

For businesses considering outdoor advertising, this growth creates more choice. It also makes planning more important.
